Along the quiet river town of Paducah, there exists a quirky little arts district called Lower Town. Full of architectural treasures and funky sculptures, the neighborhood residents carry this unique geographical gem high on their shoulders. But it wasn’t always this way. During the period of post-WWII suburbanization, urban core communities like Lower Town began to decline. Blight, unemployment, and other social maladies followed. Seeing that the local market couldn’t save the area, the city launched the Artist Relocation Program to attract a different kind of investor: artists. Creatives from all over the world answered the call, helping to transform Lower Town into a place unlike anywhere else.
